Compliance with the Prison Rape Elimination Act .  Our Agency Policy It is the policy of the Northwest Ohio Juvenile Detention, Training & Rehabilitation Center that a zero tolerance standard is established for the incidence of detainee sexual abuse and sexual harassment as well as personal abuse, corporal punishment, personal injury, disease, property damage, and harassment. Any sexual activity or personal abuse, corporal punishment, personal injury, disease, property damage and harassment between staff and detainees, volunteers or contract personnel and detainees, regardless of the consensual status is prohibited and subject to administrative and criminal disciplinary action. The Detention Center is committed to providing a safe, secure environment free from the threat of sexual assault or abuse for all detainees by maintaining a program of prevention, detection, response, investigation and tracking. The Center will develop, implement, document, and maintain a staffing plan that provides adequate levels of staffing and video monitoring to protect the detainees against sexual abuse. Detainees shall be able to shower, perform bodily functions, and change clothing without nonmedical staff of the opposite gender viewing their breasts, buttocks, or genitals, except when exigent circumstances or when such viewing is incidental to routine cell checks. The Director of Detention shall serve as the PREA Coordinator and will have the authority to develop, implement, and oversee all efforts to comply with the PREA standards. The Detention Center will protect all detainees and staff who report sexual abuse or sexual harassment or cooperate with the subsequent investigation from retaliation from other detainees or staff. The Detention Center will publish this policy and following procedures via the center’s website as well as an annual report of corrective active action, if necessary. The Detention Center shall not hire, promote or contract with anyone who has engaged in, been convicted of, or been civilly or administratively adjudicated for engaging in sexual abuse in confinement settings.

Reporting Suspected Abuse

If you suspect sexual abuse has occurred at the NW Ohio Juvenile Detention, Training & Rehabilitation Center, you may call the Director at (419) 428-2322 ext. 299. You may also call the Williams County Prosecutor at (419) 636-4411 or the Williams County Sheriff’s Office at (419) 636-3151. All reports are taken seriously and investigated as outlined in the PREA. False reports may be prosecuted.

Data Review for Corrective Action and Publication

In compliance with section 115.388 of the PREA Standards, The NW Ohio Juvenile Detention, Training & Rehabilitation Center will review data collected and aggregated pursuant to section 115.387 in order to access and improve the effectiveness of its sexual abuse prevention, detection and response policies, procedures, practices and training, to include: 1. Identifying Problem Areas 2. Take Corrective Action on an Ongoing Basis 3. Preparing an Annual Report of its Findings and Corrective Actions Also, in compliance with section 115.389 of the PREA Standards, the NW Ohio Juvenile Detention, Training & Rehabilitation Center shall make all aggregated sexual abuse data readily available to the public at least annually.
